Taman roads are public roads. Once the development is completed and permits issued, the public portions (roads, playground, etc) are handed to the local council.

Maybe they ask you join as member, then got cheaper toll rate or "entry fee"

They already anticipated this by opening more casinos in different countries. Once they capture Selangor, it’s unlikely they’ll not revoke the license. Fewer people will go up to the hill and maintaining the theme park won’t be worthwhile in the long run as it’ll probably close down eventually. Selling the land will also be difficult since no one would buy it at the current market price, which largely depends on the gambling license. Without that license, the property’s value drops significantly.

But why would anyone want to build a toll in their Taman?
