by focusing solely on the tragedy and suffering of one side, they can ignore the story of who started the war and who fought the war on such vicious grounds
(if you want an example of a modern war fought in accordance with the Geneva Convention, the Falklands War is the best example - I think almost unique)

Japanese are always like this; they want to brush everything under the carpet, their face cannot stand to say "I'm sorry"
they literally are unable to comprehend that the world just wants them to say "I'm sorry, let's move on" instead of just IMPLYING an apology and then moving on

it's like if you marah your girlfriend/waifu because of something she did and then she says nothing but just be nice to you the next day, in lieu of apology
same thing
