This sounds like an issue on the other side. The calls are not reaching the recipient's device, hence forwarded to Not Reachable type of announcement. Normally, you cannot deactivate such forwarding.
They may be using non-VoLTE device and having issue same as some face here in Malaysia since 3G shut down.
Ask your callers if they can go to a strong signal place outdoors where there is less people. The Philippines is densely populated so quite a tough environment for delivering old school mobile phone calls.
