Please correct me if I am wrong, if there is Power outage, solar will not be able to generate Power? As the inverter are connective to Power?

Just got my bill :
August (TOU) : RM364
July (Non TOU: RM247
Usage for both and Solar generation almost the same.
I wonder if the bill is wrong? Any one can guide me thru and "My penjanaan in the bill is 0"
