Update your agreement.

Include if tenants don't pay the utilities, the landlord can forfeit the deposit and terminate the rental.

Talk to your tenant nicely. He wouldn't want his deposit to be forfeited as well.

If deposits cannot cover bill, more lightly he is planning to run. Just drag time for free stay.

Anyway, talk him properly say you want the property back. If he wants some time to move give it to him but get his commitment.
