If it's the gen 2 box (square), simply connecting up a LAN cable from LAN 4 on the router to it should work?

See did you got hardware acceleration with graphic card or not.
If you no got, it will be using CPU for the rendering, so slowing down the download speed, as lacking resource of CPU to process la.

you are using the cpu and network controller to do it

speedtest.net servers are in their control, they can boost it however they want
fast.com is netflix, if its fast, netflix is fast

there are also other alternatives like nperf, cloudflare speedtest, mlab

honestly, dont rely on just 1, try multiple speedtest websites
with that said, the isp usually only wants to look at speedtest.net

Realtek Ethernet is perfectly acceptable though some prefer Intel

for wifi, Intel AX200 is the king for Wifi 6, or AX210 for 6E
do not get AX201 or AX211 unless you can confirm your system supports it (Intel processor required)

Mediatek and Realtek wifi 6 have always been considered to be not as good

Sounds like it has linked at 10/100Mbps speeds
check your lan cables

also, what device? if it's an old device with a N150 card, then slow speeds is expected

looks like both of those support Gigabit speeds
Do check that the cable between the Huawei and the D-Link is CAT5e or higher (not CAT5)
Or try replacing it

Also do check that your pc's lan port is Gigabit and not 10/100
