I have Celcom and Maxis lines in my Fold 5.

From what I observed is that Maxis will connect to 5G more frequently and immediately in areas with 5G.

Celcom will tend to stick to its 4G+.

As all telcos share the same DNB 5G towers,  my conclusion is that Celcom will prefer not to connect to DNB 5G so often as they have to pay DNB based on data consumed?

I believe it's mainly because Celcom, a GLC, has fewer experienced/talented high-tech staffs than Maxis, a private enterprise.

Fyi, Celcom and other celcos buy wholesale 5G access from DNB at per Gbps pricing or according to their bandwidth capacity needs, not at per GB data pricing.

Celcos have to impose low monthly data caps/limits for their affordable mobile 4G/5G phone plans and monthly FUP data caps/limits, in order to prevent 4G/5G network hogging by certain greedy cheapo subscribers bc 4G/5G networks or cell-towers are prone to traffic congestion during peak hours from 8pm to 1am, esp on weekends - unlike telcos' fixed/immobile Fiber networks. .......

https://soyacincau.com/2022/04/07/digital-n...ffer-published/ - DNB publishes Reference Access Offer, 5G wholesale to cost telcos RM30K per Gbps monthly - 7 April 2022

.... If  you’re looking at actual geographical mobile network coverage in Malaysia, Celcom is ranked #1 at 9.2 out of 10 points, followed by Digi and Maxis which record 8.6 points each, followed by U Mobile at 7.7 points and Unifi at 7.0 points. In this category, Yes ranked last at 6.9 points, which is very close to Unifi Mobile. This shouldn’t come as a surprise as the big four telcos are established longer and have a more extensive nationwide 4G coverage. ...

Celcom, being a GLC, is often quite shabby and inefficient in high-tech matters. This may explain the worsening of the recently merged Celcom-Digi 4G network. Similarly for TM Unifi Fiber, another GLC. Why is this.?

The above posts, fyi, ie Celcom is likely having problems merging it's 4G network with Digi's 4G network - so, likely also for Celcom-Digi's latest high-tech 5G services being lacking behind other private celcos like Maxis.
