What to do if u experience leaking from upstairs?, for those staying in condo

What is first step to do if experience leaking from upstairs? Report the leak to your management office and they will do an inspection to find the root cause?
Unless the leak comes from a pipe that serves both upstairs and my unit. Then the management office will pay for the repairs. But most of the time, the upstairs neighbour has to pay for the repairs. Is there any clear regulations to help determine who’s responsible?
What if upstairs neighbour don't want to take responsibility? What should i do?
