I'm the one approved the bench, hehe

Coming Nov/Dec will release new list of bench, due to no budget

Just curious, what is being benched means? Is it on standby? So in meantime they don't have any tasks to do? Just come to office doing nothing? And while being benched, are they still be paid full salary with all benefits?

Yes full salary and benefits. Come to office do nothing because they still hiring and waiting full team to complete. Basically right now is honeymoon phase… can self learning or go tengok wayang during office hours

Smeagol45 is right, but the other way is company to sack you without breaking laws and you will be leaving if no other team take you

Easiest way to release staff

That's a red flag, especially IT career.
You spent months without hands on and learn anything, imaging you want to find another job later, lets say you request 9k, without a skill and knowledge you learnt from the previous role, do you think you are able to handle that?

Happened to me as well...the hiring starts too early for the project so I was like you on bench for 3 months before project starts. Once project starts it's busy as hell.

So just sit tight and wait la.

Depends on you, whether you want to aim for learning the most useful skills/ stacks, or your want to make more short term money to buy something.

But in fact, many five figure also having less than 30 hours of real working hours per week. But these roles are short life, when the company not making money, or projects gone bad, then they will start to give pressure

If you are wasting time and not doing anything whilst on the bench means you aren't taking the initiative to go around and finding work and opportunities around. I once had a transitionary period between two projects and was on the bench for 4 months but took the opportunity to ask for work around and did the following items.
- Reviewed through training materials, updated them and worked with the training team to update it and get local context to it
- Helped another team working on proposals, get to know the type of proposals and how the tender process was as well as learning to get all the necessary data required and learned how to not provide too much detail but enough details to win a proposal
- Helped organise office events, mostly to get more face time with the senior management and get name out there

There are just so many things that can be done. But if your attitude is to just datang office waste time, says a lot about your attitude.
