Not a lawyer, but I have heard of cases buyers of lelong properties (previous owner bankrupt and property passed to bank) having to settle utility bills (from TNB) amounting to RM10k+ due to tampering.
TNB said if no settle, will never allow new owner of the property to use electricity again.
