 Should we pay for 'blanket consent approval'?, Applied by developer under Liquidation

So the liquidator applied for 'blanket consent approval' for reduction of bumi quota units from LDHS, which has been approved.

But the liquidator is asking us to pay for the PEMULANGAN POTONGAN HARGA BUMIPUTERA & CAJ PELANGGARAN MEKANISMA PELEPASAN KUOTA BUMIPUTERA, which totaled RM 23k.

Our lawyer said the developer has wound up, so the buyer will have to pay instead.

However, to me, even the sound of CAJ PELANGGARAN MEKANISMA PELEPASAN KUOTA BUMIPUTERA being passed to us does not sound right, cause we are not the ones that violated the rule in the first place.
Also, in LDHS's letter, the payment was requested from the liquidator.

Would like to seek experts' opinion. Part of the liquidator's letter is attached.
