 TM releases new HSBB pricing is Out, not all broadband price is cut

As announced by Communications and Digital Minister Fahmi Fadzil, the new Mandatory Standard on Access Pricing (MSAP) issued by the Malaysian Communications and Multimedia Commission (MCMC) in March is aimed at reducing broadband prices in the country. After four months, the MCMC said the price reduction is only expected to happen after September 2023 after access agreements have been concluded between the service providers.

On Friday, TM released its new Reference Access Offer (RAO) which outlines the wholesale pricing of its High-Speed Broadband (HSBB) network. With lower HSBB wholesale prices, consumers can expect to enjoy cheaper retail prices for fibre broadband as TM’s HSBB network is the largest and currently utilised by various broadband players including TM’s own Unifi, CelcomDigi, Maxis, Astro and ViewQwest.

According to TM’s new RAO, they have set tiered pricing and the wholesale charges is only cheaper with higher monthly volume. On the lowest tier of 0-499,999Mbps, TM is charging RM8 per Mbps/month versus RM2.55 per Mbps for the highest tier of 9,000,000Mbps and above. That means providers with low monthly volume (less than 500Gbps) would have to pay RM800 for 100Mbps, while providers that can commit to a minimum of 9Tbps per month will only need to pay RM255/month for 100Mbps.

Under the new MSAP issued by the MCMC in February 2023, this year’s mandatory HSBB wholesale price for 100Mbps is RM254.64/month and it is a 50.5% reduction from RM515/month under the 2020 MSAP rate which is still applicable today. According to MCMC’s schedule, the wholesale rates will continue to decline with 100Mbps costing RM217.65/month in 2024 and RM186.21/month in 2025. There’s no minimum volume stated under the MSAP and the price should be applicable to all access seekers including smaller players.

As we’ve highlighted from TM’s new RAO, the wholesale rate of RM255/month is only applicable to access seekers that can commit to a whopping 9Tbps a month. If an existing access seeker is utilising less than 4Tbps a month (e.g. 1.5 to 3.99Tbps), 100Mbps would cost them RM585/month, which is higher than the current MSAP 2020 rate of RM515/month.

basically TM is saying, "we complied with MSAP rate" by applying the new rate only to those who have large enough volume.

you'll see if your current ISP will be able to discount you further after this.
if it can't, please understand that it is due to TM playing with complying.

those smaller ISP will find it harder to grow their volume because they'll be outpromoted and outpriced by larger player.

In other word, TM wants to be no 1 in Malaysia because it has the whole infrastructure for fiber.
However, the govt has granted millions of RM to build up this backbone from tax payer money.

In the end who is the losers? Rakyat again?

can read in the article, there's already defence by saying RAO is not subjected to MCMC's approval. It also said that pricing ended up even more expensive than before; isn't that goes against the purpose and intent of MSAP reducing price overboard?

So playing favourite with declared MSAP is not an offence, not an insult to MCMC? Will MCMC overlook, be docile to this?

not competitive for all the isp who use TM as backbone.
Gov funds the TM infrastructure yet TM coming out with such rule to stay afloat.

inb4 because of complaints, TM will retract the newly-published RAO for revision. new estimated republish is September 2024.

Both working different way, but all can benefit the people. Gobind is outspoken & Fadhil is soft touch. We lost the touch almost 5 years during PN Moomoo & BN Penyu become PM. Apa habuk to tarak... Main katak saja hari2.

Maxis NGBB infra already everywhere in Peninsular Malaysia...just the coverage is limited...most likely, coming to Taman housing area...selected village area..

Do note that Maxis NGBB has better landed homes coverage than TIME Fibre. Even the infra is available...which company would take the risk to build in area where most people already have TM fibre infra...DP box install behind terrace house would just collect dust...also, if you subs Maxis Fibre 30Mbps...u get 38Mbps for download speed in Maxis NGBB infra...not much info..but, you get better treatment since it Maxis own build network..1Gbps speed you see advertise in Maxis website...Made available exclusive to Maxis NGBB infra...for now, want 1Gbps & above..need subs to TM nut..also come with ONR setup...

I would in heartbeat to switch if they come to my taman...i would tell my neighbour also...that Maxis Fibre in Maxis own build fibre network is much better in speed & also better ping... biggrin.gif

Wholesale pricing vs retail pricing

In case you’re wondering why the wholesale 100Mbps cost is higher than what retail customers are paying at the moment (e.g. 100Mbps for RM99/month or RM129/month), you’re not alone. Take note that broadband providers will only subscribe to the required HSBB wholesale bandwidth according to their average total utilisation. For example, if a provider has just ten 100Mbps customers, they will not subscribe 1Gbps bandwidth as not all customers will be fully utilising their bandwidth at all times. If the peak concurrent utilisation is only 300Mbps, they would only need 300Mbps with slightly more headroom as an extra buffer. .......


For an example and calculation sake, the above news article says Maxis Fiber has 600,000 Fiber subscribers. Let's say Maxis Fiber buys all it's broadband capacity from TM HSBB Wholesale and it's subcribers have an average 100Mbps Fiber plan, Maxis Fiber will need to buy wholesale a broadband capacity of 20Tbps per month, ... ie 600,000 X 100Mbps divided by 3 = 20,000,000Mbps = 20Tbps, .... which is priced at RM255 per month for 100Mbps by TM HSBB Wholesale.

So, this means the new 2023 MSAP by MCMC/Fahmi and RAO by TM HSBB Wholesale of RM255 per month per 100Mbps will likely apply to most telcos or ISP = it's likely that subscribers can expect lower/cheaper Fiber plans in Sep 2023, especially from the major Fiber telcos like TM Unifi Fiber, Maxis Fiber, Celcom-Digi Fiber and Time dotcom.

both are not, that’s the problem.
and lousy services on top. I have issues with TM provided router where connections regularly dropped daily. i called TM and solution they gave? you need keep rebooting everytime it happens until forever. toppest kek. laugh.gif

not exactly true.
here some example. why we didnt see dual provider everywhere? because once those area already have established infrastructure, the new comer were less motivated to deploy their infra there. dont forget they need to compete with cellular service too

since 2010 start, never have fiber line

people forced to used streamyx

then covid happen, at around August 2020, worked out with time fiber to run line
actually see the worker and machinery run fiber line to the building
everyone rejoiced party.gif party.gif party.gif party.gif

then hear, getting JKR approval, , then hear needing to connect to a nearby apartment
then Mar 2021 com agent no where to be found

then Allo come in offer city broadband through their powerline fiber line
then May 2021 comes, and see Allo techie come lay line to each level

building mgmnt contact time agent from 2020 to 2021, say JKR approval not yet
last last that agent also no pickup fone

okay lor Allo ma Allo lor
but see that the the system is private IP range

Saw the Allo technie @ May
but then Allo also delayed.... news out on Sep, that there is a delay in getting switch/ parts etc till 2022!!!

first time, then Allo...

really rooting for time fiber

now the building have 2 supply

oh ya what i meant was for landed properties..but my last housing area do have both Allo and TM Unifi..My new house not far from my last house only have Unifi and when i contacted the Allo agent, they say probably Allo wont expand there because already have Unifi.

Another stories i heard around is that TIME is prohibited to serve some landed properties because of you know laa..that's why TIME mostly cover high rise building

So, it's quite certain that most Fiber Internet subscribers will enjoy lower prices in Sep 2023, ie not higher.

MCMC to review RAO published by TM
According to MCMC, they will review the RAO that was recently published by TM and will also seek clarification from the telecommunications giant to understand the basis and rationale of their tiered pricing approach adopted.

other telcos such as CelcomDigi, Maxis, U Mobile, Time, Allo and YTL Communications, do not apply a tiered pricing and most of their wholesale pricing for fibre access are either on-par or lower than the MSAP 2023 rates.
