Anyone successfully reported or know where to report for cars parking illegally on the road which caused major jam issue?

Student's car parking in a long row in front a university whereby the road is suppposed to be a 2 lane but upon student parking only 1 lane left
This caused a long massive jam

University doesn't seem to bother and even put a Rela member to guide traffic that that means nothing as the student's car is parked in a long 2km stretch causing massive jam

If private, can call polis

If public, cannot do anything.. can try report to majlis perbandaran.

It's outside their area, the land doesn't belong to the uni,
The problem is with the students / drivers. Same like all condo owners, not JMB problem, car owners problems. But yeah, unless police can get x% of commission from saman collected, or else nothing much can be done.

And btw, i hope we will have a law that allows police officers to confiscate all illegally parked cars, lelong them and have some kind of profit sharing, like 50% goes to gov, 50% goes to the officers.

uni has a reputation to keep, if they know it is their students, then they have to warn their students about it. they too need to play to mitigate the issue by stating to their studenta, these designated public area is where their students can park and ride some sort of uni provided bus which they can hop on. shame the uni, that is the way.
