Gmail, Have limit for not providing phone #

Hello. I've created a few.
How do google prevent us from creating too many emails without phone #? The detect our IP? Or is it country's IP? Pardon the noob question.

If you use the same device with the original first Gmail account & create too many users names Google will require your phone number.

Yes, they use different ways to prevent a person creating multiple accounts in a short space of time. I guess if you try using a different IP, you should be able to create some more accounts. Also, I think you may use the same phone number after the gap of few days. So, it is a matter of keep changing your IP, phone number etc.
