NEVER EVER use plug & socket to connect your water heater, as stated by Suruhanjaya Tenaga guideline for water heater installation (screenshot below). Plug & socket connections are not water proof and increase your risk of getting electrocution, plus the plug's fuse might burn and cause a fire, like your case.

You can either connect your water heater directly to the power supply (with sufficient cable size, any water heater below 5.711kW should use at minimum 4mm² cable, according to Suruhanjaya Tenaga guideline), or if u want a tidy replacement for your 3-pin socket on the wall, u can get those SIRIM-approved splashproof water heater connectors, such as this CENTON Connector. This brand comes with a 1 meter 4mm² cable, while most other brands doesn't.
