In 'lionelchia's' case, the slower 4G speed could be because of traffic congestion during peak hours.

Each 4G cell tower has a bandwidth capacity of about 1Gbps to serve a maximum of about 500 active subscribers at any one time = during peak hours in urban areas, each active subscriber can get only 2Mbps, ie 1,000Mbps/500.

My cheap 4G phone plan is presently getting 4.6Mbps in speedtest.
