As usual it is a pre recorded call supposedly from LHDN. It only says that you will be blacklisted and procecution will take place today if you did not pay. Press 1 to talk to representative.

The new thing is my phnoe detected this as a Wi-Fi call. That is a big flag already.

what phone can detect incoming call as wifi-call?

My recently purchased Redmi Note 12 can. My old Redmi Note 8 cannot. So it could be new feature.

Nope. it detected incoming wifi call. Calls done though sim card would not show Wifi logo.
