If only there's a legal gambling outlet where people can safely get into gambling without getting into exessive debt while making income for the government in the form taxes.

Brick and mortar gambling outlet could be the solution.
Illegal gambling exists because there are no legitimate outlet or insufficient for the majority.

Another alternative is to create online gambling licenses. Its better to regulate businesses if they are registered.

There ain't going to be the perfect solution.
People can get into excessive debt even with legal banking.
But the difference with illegal online gambling is, they're very easy to access. They don't even care if you're underaged or muslim. And since they're not audited, their income could also be sourced to criminal activities.

So when I suggest to legalize gambling, its to solve several issues, not just the angle of excessiveness. In a sense, to make it 'harder' for a gambler to gamble away his savings. Before he can do that, he needs to understand the ramification of debt via his bank agents, via the upfront deposits he has to commit. When he goes to a legal gambling centre, his family may ve aware and put a stop to it, as opposed to discreetly gambling online illegally where no one would know.

Illegal gambling is so easy that anyone with a phone and a bank account can play. Its a little diffrent with legalized gambling no? There are laws to protect minors and certain group of people from getting involved.

Please don't fall into the notion that your winnings is better with illegal gambling. Its a ruse.
Watch the video again. These online gambling sites only let you win in the beginning to make you belive in your luck, but you will lose more once you bet gets bigger. And that is why I don't believe any of these online gambling websites. And since its illegal, good luck claiming your wins if they decide not to pay you up. Who do you call? The Illegal Gambling Commission? That don't exist.
