Can i know if it's ok to do plaster ceiling for ceiling height with just 9ft? Will it make a house feel small and cramped?

Let say I plan to do plaster ceiling only in kitchen area (approx 120sf), walkway (approx 100sf) and entrance area (approx 30sf), will it cost higher per square feet compared to doing plaster ceiling for whole house? Heard that there will be additional charges if plaster ceiling coverage area below 800sf, is that true?
