I received a cheaper quote for the MOT execution for my house's strata title, but unfortunately have earlier informed another lawyer that I would like to proceed and asked for next step. I received email for document submission but yet to submit anything.

At this point of time, is it still good to change the lawyer?

You can ask for quote from anybody. Key is did you sign the document appointing him and as a result he also went and did work? If you did, you need to formally terminate the relationship, pay costs and then move to the new lawyer if it's still worth it. Note I am not a lawyer.
