Visitors parking in Apartment

recently the JMB has started to clamp vehicles owned by the residents that are parked on visitors parking. the problem is, the sales team has promised future buyers that they can park at the visitors parking since every unit is only allocated 2 carparks. this has caused a lot of rift between residents and the policy making body in my strata development. who is at wrong here?
SnP only states that every parcel owners are entitled to 2 parking bays. Apartment regulation / bylaws did state that visitors parking are meant for bonafide visitors only and that overnight visitors parking need to apply for permission from the management.
