You definitely is over thinking LOL.

"no screen time" in the context of TV probably means not allowing babies/toddlers to watch the shows that interests them.

As parents. feel free to watch your favorite movies/shows on TV in the same room as your children/babies. I guess it's fine as long as it doesn't shock them with excessive noise or visuals . I'm sure they'll let you know by crying.

I remembered layan Chinese dramas every night after work with my month's old son lying on the crib (and later... crawling about in the living room). He didn't give a damn and barely looked at the TV.
