Memorandum of Transfer Stamp Duty Exemption

Can anyone guide me on the eligibility of the exemption cause I was told that only SPA signed this year is eligible for the 75% stamp duty exemption for houses priced between 500k - 1m.
From what I read, it applies to all first time homeowners but it never mentioned anything about SPA date.
