Go hlb, apply credit card via fd (conventional only).
Limit will follow your fd amount.

So if u need to spend a lot on oversea, need to deposit high amount.

For islamic fd, go publicbank (they call it TD-i)

I have contact who successfully got card with hlb. Open savings acc & fd deposit the money, after 3 working days need to come back to bank to apply card. He didnt apply pbe so no experience with pbe.
