The processor that you choose is fine. Motherboard try to get Biostar TA690G. Cheap and nice overclockability motherboard.
For ram, I think with that budget, get those value ram will do.

Default Vcore can bring you to 3.1GHz.

Go for Biostar TA690G. It is much easier to overclock using that.
For DFI, I am not saying that the board is not good. Just that DFI Inf UltraII-M2 need higher Vcore to achieve the same clock speed if compared to Biostar TA690G. This is what i found out. No proof though
For Abit Kn9 Ultra, I am not sure then. Have to ask others already

F3 is easy to get for high end processor i think. For 3800 F3, it is hard.
FYI. There is one bulk organized by dblooi. But, too bad, I think the slot for those processors is full.

Go for active cooling then. Go Garage Sales and find AllnGap mod ram cooler. 100% recommended by me

For benchmark purposes, i do increase it until 2.5v which is maximum for my board.
For 24/7, I limit myself to 2.2v. Scare will spoil my ram.

DDR2 Vdimm is always 1.8v.
For the Vdimm which advertised, that is the Vdimm you needed to achieve that particular speed and timing.
