So is this a fab or just a control facility?

Fabs have super high water requirements. Penang as it is not enough water already.

Be it fab or control facility, Penang still has to greatly enhance and reinforce her water stores and supplies.

It's about access to the right resources and the proximity of the supply chain. When the majority of your potential suppliers, customers and skilled manpower is in the Greater Penang area, makes more sense to set up shop nearby. For corporate HQ, between Singapore and KL, makes more sense to choose Singapore too. Not just because of government incentives, but because other regional hq of peers are nearby and ease of doing business. Singapore has better mindshare for HQ type setups

Intel's new facility on the island is a fab though. Which kinda worries me from a water resource point of view.
