When the majority of your potential suppliers, customers and skilled manpower is in the Greater Penang area, makes more sense to set up shop nearby. For corporate HQ, between Singapore and KL, makes more sense to choose Singapore too. Not just because of government incentives, but because other regional hq of peers are nearby and ease of doing business. Singapore has better mindshare for HQ type setups
