When can someone creates a shield that does this.
Shield of Reflection
Armor (shield), rare (requires attunement)
Crafted from pure platinum and polished to a mirror finish. This shield reflects the world around it perfectly.
While holding this shield you gain a +1 bonus to your AC, in addition to the normal bonus of a shield. Due to the magic in the shield, any shapechanger or someone altering their appearance is shown as their true self in the reflection of the mirror.
The Shield of Reflection has 5 charges, you can expend a charge to turn an attack back against the attacker. When you are targeted by a melee or ranged attack and the attacker rolls high enough to hit you, you can use your reaction to send the attack back to them. The attacker then becomes the target of the attack. Use the same roll. If the attack you are reflecting is a critical hit, it takes 3 charges to reflect.
You can expend 3 charges to reflect a spell at the one who cast it. The spell reflected must have only one target. If the attack requires a saving throw, the caster must save against their spell save DC.
The Shield of Reflection regains 1d4+1 charges at dawn. If you expend all 5 charges, roll a d20. On a 1, the shield instantly shatters and becomes nonmagical. Nothing short of a wish spell can repair it.
