My simple rule
if I arrived at my destination safely I would rate 5 stars. If got problem I won't rate at all I would just raise the issue to Grab customer support. Edit: I will add tips on top of the 5 stars if the driver really nice and polite. If just normal I will give 5 stars but no tips. Grab drivers sure love me.  What the driver told you is true.
