Here is one thing worth to try:
1. Turn off & unplug the power cord from the laptop. Remove the battery, hard drive, CD/DVD drive(if they're removable) and memory modules(be careful above static electricity).
2. Wait 30 minutes.
3. Put everything back.
4. Cross your fingers & power up.

We need to do a thorough check before we can confirm the actual price.

My Compaq 700 has the same 'illness' led on but cannot boot not even bios or a sound! Had followed your procedures and no improvement. Whats your advice?
