Water Heater Safety, double RCD/RCBO

noted some of the water heater itself in the market has built in RCD instead of ELCB.
If i have already installed the RCBO in DB supply, should i buy the water heater model with ELCB or RCD ?

RCD > ELCB.
besides having 2 is better than 1 for redundancy.
