Candidates that worth their salt, can always don't follow process and choose which employer offer they want to take. there is no shortage of offer for those that are good.
Don't blame those candidate that take 1.8k, if you are truly good they are not your competitors for jobs and neither will their acceptance of lowball offer affect you as different segment of employers.
