High time to charge per ridership use, reinvest that on feeder busses infrastructure. The word 'feeder' is explanatory > last mile feed (bothends of the conduits) to the rail network. Janji jgn songlap, put the right brains, right implementation, right enforcement (not selective).
System will build up well in a matter of time, so long no songlap.

Just plan it by precinct by zoning as a start.
