In Ipoh kinda. I knew several rescuers and they told me to bail the dogs out, they needed to pay per dog or else the dogs will be sent to Papan (Perak dog dumpsite) Once rescued, they would put them back to where they belong. Most of them are fed by residents. They would get them a special tag for the dogs later to prevent them from being caught again (some sort of agreement by animal society here and Ipoh majlis). Unfortunately according to her, she bailed the same dogs more than once.
