No i dont think that is the reason. Main reason is KPI. If got aduan submitted, the department is responsible to settle the complaint within 3-7working days. If didnt settle within this time period will effect their performance. Then come the higher management people will ask them why cannot settle?. why this department always have problem with complaint unresolved.
