EPF 50 Years Old Withdrawal Age Question

Relative 50 years old this year but birthday September, ask me now April can go withdraw acct 2 or not ? Since count by year already 50.
He need money to help his business. I check EPF website only say 50 - 54 can withdraw acct 2, no further detail. Anyone taken before can confirm? |

upon birth date only can withdraw. wahhh must be very nice feeling can have full access to account 2 KWSP.
