Kaveat Pendaftar atas Tanah, Impact of registrar caveat on title

In 2013, Selangor state govt gave an option to extend leasehold for 1000rm but with a caveat lodged on the title -https://www.starproperty.my/news/how-to-extend-your-lease-for-leasehold-properties/22857
It is option 1 in the article above. How would the title be transferred to a family member if within an inheritance since there is a registrar caveat on the title?
Anyone with experience in removing this caveat as well? What is the process?
