Now, the issue is I have submitted my resignation letter with 1 month notice.
So I asked the HR for my last date and they also informed me that I have to pay the remaining notice first before they can release for my March salary.
Question is: Is this a legal thing for company to do this?

Yes as long as it is clearly stated in your employment contract and employee handbook. They will most likely withhold your last month's salary in lieu of you leaving earlier as well. If you were clear on how long was your notice period, your future company might have offered to pay off for you especially if they need you quickly.
