since u gg to hw shop
buy some rough-medium grit sandpaper ~80grit forget the super fine
metal brush as well
u need to sand down the rusty patches that is a given

for the other good paint that one just give it good wash with dishwash or soap powder, surface need to be clean

primer whatever red oxide primer or silver also ok one
but note that primer isn't a finish paint

rust converter not much use

finish with gloss paint of your choice. multiple thin coats work better.
