Psychiatry dept in government hospitals, Can a patient request for CBT treatment?

I know that in private hospitals one can request for anything as long as you pay for it.
But in govt hospitals specifically in the psychiatry dept, can one request for CBT (cognitive behavioural therapy) treatment? or that's up to the prerogative of the psychiatrist? |

quite hard to get appointment i would say. as usual in malaysia need cable too.
