Send email to previous insurance to cancel.
After receiving confirmation.
Send email to new insurance for refund.

When I bought my motorcycle I did the insurance myself through the phone with my insurance company. It was cheaper than buying from the dealer.

Just call your insurance company and ask them how to transfer NCD. You will have to pay the full price first, then later they will refund the NCD amount to you.

If you don't want to go through the hassle of going to the insurance company's office, you can just get the salesperson to do it for you like others said.

IF your existing car is still in use, and you intend to maintain the policy until the expiry date, you need to do NCB RECOVERY, meaning you need to top up some money to your insurance company first, before they can allow you to WITHDRAW the NCB and transfer to the new car.

If you are disposing off the car, then you need to

FIRST STEP
Option 1- Cancel the Road Tax at JPJ (peel off the road tax disc - blue sticker from your car windscreen ) and submit a copy of your bank statement for prorate refund of y our road tax, and to fill up some forms at JPJ office
OR
Option 2 - Sold off to used car dealer, need the E-AUTO Certificate from the used car dealer, but the road tax would be automatically cancellled by JPJ and there will be no more refund, unless you take Option 1.

SECOND STEP- Go to your insurance company to CANCEL the policy. Again, you 'd need to submit a copy of your bank statement (bearing your name and bank account details for prorate refund )

Once the insurance is cancelled, the NCB would be updated to the ISM (a system that tracks NCB) and would be able to be picked up by the NEW car insurance for direct NCB deduction
