There are already a kind of midddleman an in Malaysia where he employee cabin crew to buy luxury good from oversea then he resell it to local. Still cheaper than buying it from local store.

You are taxing T20, the very people who can afford to travel overseas for shopping. Basically, you are killing the luxury business in Msia. Not only locals will not buy, even rich tourists will avoid. You want to tax the rich? Start by taking away the bumi discounts for high end properties. Increase taxes on super luxury cars and bikes, the toys of the rich.
