Finish already.

- A quick bandaid for rakyat for starters.
- Besides the allocation for Islamic affairs, most of the budget covers all levels (B40, M40) except T20, which gets an increase in tax a bit (0.5% ~ 2.0%)
- No specific race allocation this time.
- More taxes.
- Some of the budgets are focused on S&S.
