Lottery from overseas

Does anyone buy lottery from overseas? Say from the US or SG? because they all pay in USD. Their prizes i saw up to $100m+ is so much more than what we have here in Msia. I saw someone overseas won in US before (not malaysian), but just wondering if there are other rules applicable, if they will honor it.

A lot of government licensed a.k.a legal lotteries have requirement that the winner must be a resident of the issuing nation/state/territory. So beware of the fine print if you buy a lottery ticket from overseas.

Unlike in malaysia, it's 1 rule across states (correct me if i'm wrong). Theirs have different taxation and some even have price limit payout for non citizen/resident, all depending on which state the ticket is bought from. But so far i've never seen any malaysian winner.
