As Morgan mentioned yes is Kilogram. No, it does not mean that way.

What would you like to know? Need to be more specific. There are too many things to know about custom, some rules & procedure and flexible ... which depends a lot on human factor.

Please do not confuse AHTN duties order 2004 with Custom Duties order 1996. Both have slightly different codes and different duty rates.
