Singapore Govt under Singaporean pressure to hire local and PRs , if you are not PR , you need to get EP (Employment Pass) , although there are no strict rules of how many foreigners over local ratio , but Govt does take a keen look at the Local to foreign hire ratio ... especially MNC where MNC has special concession with EDB (Economic Dev Board)

so unless if you are excellent in your field , and/or have strong networking connections , and/or some high up nephews or nieces , do consider internal transfer or at least dont quit your job yet and navigate / network first .
