Current Company:
Salary: Around mid to low-mid tier
Boss (Direct): Very good to me
Boss (Above Direct Boss): Very biased and very self centered. Cannot be reasoned with and keeps making decisions that causes company to lose customers but yet very confident that her style will work.
Company: Medium but 3 years already no increment even though govt officials came and warned Big Boss to give increment since got staff complained to ministry. Bonus not confirmed.

Janji: Boss Direct said he wants me to take his place in the near future as he is planning to let me take over stuffs once I get the necessary education sponsorship from the company. Problem is, before this Boss came in there was already a Janji for me to sponsor my education up enough to reach the Boss Direct level but it was 2 years since that Janji and nothing happened.

Potential Hiring Company:
Salary: I asked for 30% increase from current (I have 9 years experience in the field and a lot of other works done) and during interview they did not say it was high.
Company: Very big, directly linked to China govt. Heard from friend who works there they have increment and bonus every year.

Now the thing is, after I jokingly say I wanna leave the current company my Boss Direct keeps bugging me and trying to counsel me not to leave, giving me all those Janji manis all over again. I don't feel right anymore but I don't know how to tell him I don't buy it since he can't call the shots in the whole company anyhow.

Which one is a better choice?

Always keep your plans close to you, tell only trusted people, def not your boss

Execute the plan only once you are 100% sure

Actually it wasn't a plan. I was just jokingly saying it and he thought it was real. Then the interview came.
