For EPP, can you put other people's name? or strictly employee's name? and in case of warranty claim, how does it work?

Seems to have problem receiving Notifications from Gmail, anyone encountered it? used SmartSwitch from S20U to S23U and my phone not receiving any notification. Checked under Notifications and Gmail App already
