SELANGOR, MALAYSIA — A shocking video from Malaysia shows a male individual abusing a puppy by the roadside, whose act caused the eventual death of the poor animal a couple of days later.

A week ago, 毛孩收容所 Shelter of Strays, a welfare NGO for stray animals based in Selangor, shared a video that was recorded at Sky Vista condominium in Cheras on 6 December.

The video captured a frightened puppy whimpering as a male individual was walking around it.

It then shows the male individual swinging the puppy by its tail or legs and hitting it against the concrete pedestrian walkway.

After which, the puppy lay on the ground motionless.

The male driver later drove away from the scene as if nothing had happened.

The female voice in the video recording said she was recording the video so as to share it but she could not capture the car plate number.

“Can’t see the car plate number?”

“Yeah, what a psychopath this guy!”

“He killed it! (the puppy)” the female expressed her shock at the end of the video.

In another video from the same posting by the NGO, the brown puppy is shown lying on the walkway, panting and bleeding from its mouth.

Although a good Samaritan took the puppy to the veterinary for treatment, Shelter of Strays confirmed that the badly injured puppy passed away on 9 December.

The NGO had asked residents or drivers who happened to have captured the footage of the crime scene on their vehicle dashcam to provide their CCTV for the culprit to be identified and arrested.

A netizen noted that the puppy seems to have healed scars on its back and that the people who took the video, shared that the puppy had run away from the car when the door of the car opened.

Another wrote on an update by the NGO that this matter is no longer just about animal cruelty as the perpetrator had the audacity to commit an act of violence in public.

The Malaysian netizens have since zeroed in on a male individual who is suspected of being the perpetrator based on the vehicle number provided by the NGO, which was obtained from enhancing images submitted by the public after the video of the incident went viral.

The vehicle number was later found to be registered to a vehicle which is the same model as the car seen in the video. This spurred netizens to firmly believe that the car owner is the one shown abusing the puppy.

A photo of the suspected perpetrator’s vehicle was also retrieved from his social media platform and then shared on social media along with his personal details.

Following a series of doxxing posts against the suspected perpetrator and his family, the individual has since disabled his social media accounts.

In an update yesterday, the NGO clarified that it had not told anyone to take down videos of the puppy and asked the public not to believe anyone who claims to be representing the NGO to look for footage from vehicles.

The NGO also suggested those who are privy to information about the incident file a report to the Police and contact them at the same time.

Offence for animal cruelty in Malaysia
Netizens who are angered by the cruelty of the perpetrator also initiated a petition on Change.org, condemning the person’s behaviour and pledging justice for the puppy.

According to Malaysia Animal Welfare Act 2015, culprits who cruelly beat, kick, overload, torture or terrify any animal, can be convicted with a fine not less than RM 20,000 and not more than RM100,000 or to imprisonment for a term not more than three years or to both.
