Not necesary true. If scammer or hacker got your credit card details, try to spend it without 3DS (3dsecure) meaning without your OTP, you can just call the bank and dispute the charges and bank should normally refund without much issue.

If scammer or hacker somehow got your credit card details, plus got access to your SMS (looking at android phone users, those rubbish app you anyhow download randomly), they spend money with your card with 3DS, meaning with your OTP. The bank will not entertain / refund you. The liability is mostly with you now since the transaction is marked as valid with 3DS.

Based on exp working with online payment and payment gateway.

I'm not sure with MY banks, so far my previous 2 encounter with fraud with my SG card no problem getting refund, in fact the SG bank actually automatically detect and flag my card as fraud risk when it happened, and immediately suspended my card and tried to contact me. The phone call was pleasant, just verify from my end i did not initial those purchase, then arrange fro replacement card and wait for refund.
