I hope you get to dispute the charges and it gets written off although I think its more of something that most of us are unaware when you're abroad and in your case - on a cruise where cell/network connectivity is extremely limited. I suppose the logic is you're not near a cell tower, so it connects to MCP and the charges are a bomb as indicated...

Some warning needs to be done or even approval before it goes through and charge you something absurb..but its always the telco that profits from this unfortunately.
